- The Statewide Planning and Research Cooperative System (SPARCS) is a comprehensive data reporting system established in 1979 as a result of cooperation between the health care industry and government. SPARCS currently collects patient level detail on patient characteristics, diagnoses and treatments, services, and charges for every hospital discharge, ambulatory surgery patient, and emergency department admission in New York State. The SPARCS data sources are inpatient, and outpatient (Ambulatory Surgery - AS and Emergency Department - ED) information.

SPARCS Public Use Data is available via the Health Cata NYU website and is used to power the Health Data Query System, a public tool that summarizes public use SPARCS discharge data in statistics tables.
SPARCS Limited Data contains indirect identifiers that are deemed identifiable according to HIPAA standards, and Limited Data requests are reviewed by SPARCS Operations staff. SPARCS Identifiable data contains direct identifiers and requests are reviewed by the data review group. To apply for Limited and Identifiable Data, complete the SPARCS Limited and Identifiable Data Request Form (DOH-5132) .
